Biography

Mert Ülgen graduated from Kabataş Erkek High School in 2009 and Marmara University, Faculty of Law, in 2014. Subsequently, he completed his legal internship. In 2016, he was awarded a Postgraduate Diploma in Laws by Queen Mary University of London, United Kingdom, with his thesis titled “The Role of International Criminal Court in the Fight Against International Crimes and Genocide”. In 2019, he received his Master of Laws from Istanbul University, Institute of Social Sciences, Department of Public Law, with his thesis entitled “Crimes of Trade and Taking Abroad of Cultural and Natural Property (Art. 67/2, 67/3, Art. 68 of the LCCNP)”. As of 2019, he has been a PhD candidate at Istanbul University, Institute of Social Sciences, Department of Public Law. He was a visiting PhD researcher at the Europa-Universität Viadrina, Faculty of Law in Frankfurt/O, Germany, in 2024, in order to conduct studies related to the subject of his PhD thesis. Since 2017, he has been working as a research assistant at the Istanbul Yeni Yüzyıl University, Faculty of Law, Department of Criminal and Criminal Procedure, and has published books and articles regarding his field of study both in Turkish and English.
