Özet
The Mecca Pact, signed by Türkiye, Saudi Arabia, and Pakistan on 7 August 2026, represents a new model of cooperation aimed at reducing regional dependence on external actors in the field of security. Although it follows a collective defense logic similar to that of Article 5 of the NATO Treaty, it does not provide for automatic military intervention. Türkiye’s defense capabilities, Saudi Arabia’s financial and strategic strength, and Pakistan’s nuclear deterrence form the foundation of the Pact. Its most significant future legal challenge will be the interpretation of the concepts of “armed attack” and “security threat.” Its true success will ultimately be measured by whether the parties can develop a swift, reliable, and effective collective security response in times of crisis.
